This change comes from Meta, not Insider One, and applies to all business messaging on WhatsApp, regardless of which platform businesses use to send those messages. A service message is any free-form (non-template) message a business sends inside the 24-hour customer service window. This includes a support agent's reply, an AI agent's answer, and an automated confirmation message. Insider One passes this fee through at actual usage, with no markup. Your invoice reflects exactly what Meta charges for your WhatsApp traffic. The service rate matches the utility rate for that country. Meta publishes official per-country rates on its [rate cards and volume tiers page](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing#rate-cards-and-volume-tiers). For example, a support conversation with fifteen business-sent messages to a customer in Brazil breaks down like this: - Before October 1: Meta charges no fee for those fifteen messages. - From October 1: Meta charges 15 x $0.0068, or about $0.10, for the conversation. Your Insider One product pricing does not change. Meta's fee appears as a separate, usage-based line on your invoice, calculated from your actual monthly traffic. There is no upfront commitment and no charge for capacity you do not use. Starting October 1, 2026, this per-message rate also extends to utility template messages sent inside an already open service window. These were previously free to deliver; from that date, they follow the same per-message rate as other messages in an open window. > [!WARNING] > Meta has a free monthly tier of service messages. Each month, every business phone number will receive **1,000** free service messages; Meta will only charge as of the **1,001st** service message delivered. These free service messages do not roll over if not used in a specific month and reset monthly for each business phone number. > [!NOTE] > **Important:** The fee is per message, not per conversation. Sending fewer, more consolidated replies costs less than sending many short ones. Reviewing automated confirmation messages that add volume without adding value is an easy first optimization. ## ## What's not affected - Messages your customers send to you are never charged. - Replies inside the 72-hour free entry point window (for conversations started from a Click-to-WhatsApp ad or a Facebook Page call-to-action) remain free to deliver. - Channels other than WhatsApp are not affected by this update. - Marketing, utility, and authentication template messages sent outside the service window already follow Meta's per-message pricing, and this update does not change those rates. ## What this means for your setup How this affects you depends on how you use WhatsApp today: - **You use Insider One's AI Agent or Live Chat on WhatsApp.** Nothing changes in the product or in your Insider One pricing. Replies sent on WhatsApp are subject to Meta's per-message fee from October 1. - **You run your own bot, or another vendor's bot, over Insider One's WhatsApp infrastructure.** Those bot replies are also service messages and follow the same per-message fee.
